LSC Roles & Responsibilities

The LSC:
-Evaluates and makes recommendations on teaching resources as well as certified and uncertified staff based on achieving SIPAAA goals.
-Reviews monthly budget reports and school-data summaries.
-Submits to the public a written annual report describing the school’s educational and budgetary programs.
-Reports on the school’s progress toward SIPAAA goals during the bi-annual Progress Report meeting.

Set priorities for the School Improvement Plan for Advancing Academic Achievement (SIPAAA) and Budget.  The SIPAAA is the annual blueprint for all activities within the school and for the education of its students.

  • The school Principal leads development of the SIPAAA, working in collaboration with the LSC, the PPLC, school staff, parents and the community.
  • The LSC establishes a SIPAAA Team to assist in the preparation of the SIPAAA and an Internal Quality Review Team to monitor the quality of the plan.
  • The LSC presents the proposed SIPAAA to the community.
  • The LSC has the authority to approve the SIPAAA after public input.
  • The Principal is responsible for implementing the SIPAAA throughout the school year.
  • The LSC monitors SIPAAA implementation.

The Principal and the LSC develop the budget in accordance with the SIPAAA, but it is the Principal who is responsible for implementation of the SIPAAA.

  • The LSC sets spending priorities based on the SIPAAA.
  • The LSC provides input in the development of the budget.
  • The LSC consults with the PPLC in developing the budget.
  • The LSC presents the proposed school budget to the school community.
  • The LSC monitors the school’s budget and internal accounts throughout the year.
  • The LSC reports to the school community on school budget expenditures.
  • The LSC determines use of any rolled over State Chapter 1 funds.
  • The LSC approves receipts and expenditures for internal accounts activity.
  • The LSC approves fundraising activities.
  • The LSC reviews internal control procedures for collecting and depositing of funds.

The LSC Selects, Evaluates and Contracts with the School’s Principal and holds them accountable for the operation of the school.

  • The LSC meets with the Principal to review evaluation criteria and common understanding of the expectations and performance measures.
  • The LSC may add evaluation criteria to those outlined in the CPS Principal Performance Evaluation form.
  • The LSC sets a calendar of Principal evaluation activities throughout the year.
  • The LSC votes on ratings to reach a final Principal evaluation decision.
  • The LSC submits completed evaluation form to the Principal by May 1.
  • The LSC holds a closed LSC meeting, within 30 days of submitting evaluation form to the Principal, as an evaluation feedback session.
  • The LSC must take a public vote to approve the final evaluation before it is turned in to the Principal and the Area Instructional Officer (AIO).
  • The LSC sets performance expectations for the next school year, based on the feedback session and SIPAAA.
  • The LSC is required to conduct an evaluation of the Principal before making a contract renewal decision during the fourth and final year of the Principal’s contract.

The LSC makes decisions that amount to local policy and the Principal administers the decisions.

The Principal is the chief executive officer (CEO) of the school whose primary responsibility is implementing the decisions and the day-to-day operations of the school.  The LSC is in essence the Board of Directors.
